States have policies and procedures that apply to the procurement of goods, services, and work from nongovernmental contractors. Usually, a state agency, department, or institution requests bids through a competitive process, and qualified vendors can submit their bids to provide the goods and/or services. The purpose of procurement procedures is to ensure that quality goods and services are obtained at the best price, that qualified vendors have access to public business, and that the procedures for awarding contracts are open and fair. Some states have specific policies related to small businesses that are owned by individuals with disabilities.
